At last DOT has replied to Department of Expenditure (MOF) quires for 78.2% pension revision for BSNL PENSIONERS.
DOT in its reply DOT clarified post 2007 pensioners pension revision can be done without cabinet approval and precedence is also there for notional pension fixation for them.
It further said that it will deal separately the case of pre 2007 cases.

PENSION ADALAT Meeting of Tamilnadu Circle will be held on 3rd September in Chennai. CGM CHTD, CGM TAMILNADU, CGM STP, CGM STR pensioners can represent their grievances like change of address, bank problems, pension revision, family pension, IDA problems to the adalat meeting. 78.2% IDA: the file is moving
Com. Chhidu Singh reports from Delhi:
“Secretary, Telecom (Chairman, Telecom Commission) has approved the proposals on 78.2% as we reported earlier.
The file has today reached DDG (Estt.). The replies to queries raised by Department of Expenditure will be prepared based on the proposals mentioned in the File.
Then, Director will forward the reply to DoE. It may take one or two days more.”
The monthly meeting for the month of July 2014 was held on 8/7/2014. Shri A,Sugumaran President took the chair and conducted the proceedings. Shri S.Sridharan read the minutes of the June monthly meeting and the same was approved by GB. Shri N.Mohan introduced the new members and conveyed Birthday greetings to those members born in July. Shri A.Sugumaran elaborately dealt with the present position on 78.2 % merger issue. He lamented the delay taken in this case. Files were shuttled between various ministries on flimsy grounds. He was however optimistic that a favourable solution will be found to this issue earlier. He also enlightened the position obtaining on fixation of pension to the pensioners who have partly served in DOT and partly in BSNL.
He then narrated the CEC Meeting proceedings at Salem held in June last. He informed that the merger of two Pensioners associations at Salem is in the offing and he hoped that merger conference will be held well before Circle Conference slated on 13/14th August at Tirunelveli. He further apprised the GB about the formation of new Pensioners Association at Erode under the able guidance and leadership of Shri Easwaran.
He threw light on the BCPC (Bharath Central Pensioners Confederation) Meeting held at Chennai on 14/6/2014 under the presidentship of Shri S.C.Maheswari. Shri S.K.Vyas, a veteran trade union leader was also present at this meeting. It was decided to send a common memorandum to the 7th CPC. Initially the forum raised objections to include the demands of BSNL pensioners on the plea that BSNL is a public sector undertaking and does not come within the purview of Central Pensioners. Shri D.Gopalakrishnan and G.Natarajan of All India BSNL Pensioners Welfare Association HQrs office bearers justified our demand and it was finally agreed to include BSNL pensioners demands in the common Memorandum to 7th CPC. Origially, the issue of fitness formula was unanimously agreed in the meeting, but after one hour, some objections were raised on this issue by other pensioners forum on the premise that PSU Pay commission recommendation will be more beneficial to BSNL pensioners. It was suggested to arrive at a consensus on this issue by the BSNL Pensioners Associations. If no agreement is sighted, the reports of both BSNL Pensioners associations will be appended to the common Memorandum. The last date for submission of memorandum is 31/7/2014.
Shri S.Ramanarayanan invited all members to the open session of 35th AGM of AIFPA to be held on 23/24th July at Alamelumanga Kalyana Mandapam, T.Nagar (near Head Post office) and desired more delegates be sponsored. He recalled the excellent rapport existing between our Association and AIFPA. More members like Shri V.Govindarajan, T.Ramanathan etc. spoke on this issue. It was decided any body interested to represent our Association as delegate may do so and claim the delegation fees after the AGM is over. Likewise, the issue of delegates to Circle Conference also was decided in the same manner. Shri S.Ramakrishnan proposed vote of thanks recording his profound thanks to Shri AL Venkataramana and Subba Rao for sponsoring sweets. More than 100 members participated in the meeting enthusiastically.
The monthly meeting of our branch will be held on Tuesday the 8th July at 5th floor of Telephone House, all are requested to attend the same.

IDA increase from 01.07.2014
Consequent to 2 points increase in CPI (IW) for the month of May 2014, the IDA rates with effect from July 2014 will be 91.3 %, i.e., an increase of 2.9 %
30.06.2014 IDA w.e.f. 01.07.2014 :
CPI (IW) for the months March and April 2014 stood at 239 and 242 respectively. Even if there is no increase in CPI (IW) during May 2014, IDA w.e.f. 1.7.2014 will be 90.8 %.Wait till evening !

COMMON MEMORANDUM TO CPC
Bharat Central Pensioners' Confederation (BCPC) held a meeting of various central government pensioners associations in Chennai on 14th June 2014 to prepare a common memorandum on behalf of all the central service pensioners in India to the 7th Central Pay Commission. A fruitful discussion took place in the meeting. Various suggestions on demnds came up for including in the Memorandum.
BCPC Headquarters will finalise the Common Memorandum within a week. By end of the month,the same will be submitted to the Pay Commission.
Com. D Gopalakrishnan (Vice President) and Com. G Natarajan (GS) represented our Association in the meeting.
Pay Commission has extended the last date to submit memoranda upto to 31st July 2014, as requested by the Staff Side in JCM.
78.2% IDA BENEFIT
As we all know the Department of Expenditure had asked some queries about the case.
DOT Directorate delayed the reply to the queries due to some difference of opinion amongst the top officers in DoT as to
whether fresh Cabinet approval is required or not
to extend the benefit to pre-2007 pensioners. The file was pending with Member(F).
Now, it is understood that Member (Finance) has cleared the file and the same isrouted through Member(Services)
to Additional Secretary.
A final and definite view is not yet taken whether fresh Cabinet approval is needed or not. There will be some more delay, it seems.

Com Muthiyalu Secretary conveyed Birth Day Greeting to the 42 members who was born in the month of JUNE.

THE CONSUMER PRICE INDEX
The ll India Consumer Price Index (CPI) for the month of April 2014 was 242 points.
3 points increase from 239 of March 2014.
If the CPI for May 2014 remains 242, then, the Rate of IDA will be 90.8 Percent from July.
The Index for May will be declared on the last working day of next month, 30th June.
If the CPI for May will rise to 243 points the IDA from July will be 91 %.
It can be known on 30-6-2014 only, not now.

Com.Muthiyalu Org.Secy,Com Gunasekaran All .India Treasurer and Com.Ramarao Circle Secy Tn circle met Mr.Farooqi Secy. DOT today at 0915 AM (19/05/2014) in the chamber of CGM Chennai Telephones and requested to expedite the reply on the queries raised by the Dept of Expenditure. DOT secy agreed to expedite and he is firm that Cabinet approval is not required for the 78.2 %. We also requested him to fill up the post of Principle CCA post CNI. Also lot of work could not be carried out in time since there is no regular CCA,he assured to do the needful.
Sri Varadharamanujam(Vaithiar), Rtd SSS GM office Chennai has expired on 14/05/2013 Wednesday at the Hospital after a brief illness. The funeral will take place at his residence at 4 PM today (15/05/2013) at 3382, 6th block,Tamilnadu Housing Board,Avadi Chennai-600054.
The monthly meeting of our division held on 13/05/2014. Nearly 100 members participated in spite of “KATRI” summer heat at the 5th floor of Telephone house.Ms G.vanaja Dy CCA Chennai and Ms Subbulakshmi Dy CCA both were falicitated by Mr.Ramarao Circle secy. And Mr.Kannappan CHTD Treasurer. Leaders and Retired CCAs complimented each other and exchanged their Sweet and Hot memories during the Pension adalat and other occasions.
78.2 % case is still on the Anvil, hoping for the early settlement after the taking over of the new Government.

Hearafter there will be only one common empanelment list of hospitals for BSNL employees & Pensioners in Chennai under the control of CGM TN, CGM CHTD, CGM STR, CGM STP.
CGM CHTD will decide and declare the common list of empanelled hospitals for Chennai. The other CGMs will follow his decision and make agreement with those hospitals seperately.
